Advancing Hudson River Estuary Dam Removal: Summit and Social Science
In the Hudson Valley and across New York State, there is growing momentum to remove aging dam infrastructure from freshwater systems. Aging dams create safety risks and widespread ecological impacts. This report summarizes ongoing efforts to support dam removals- including research into social feasibility of dam removal, and the implementation of a Summit event to build support for dam removal in New York. Decisions to retain or remove aging dams occur within a complex context of both ecological and social considerations. Our social science research investigated the social feasibility of dam removal, utilizing expert input to rate the feasibility of existing dams. Publicly available GIS data was then analyzed to understand the relationship between feasibility and selected social metrics. A more comprehensive understanding of social feasibility of dam removal will be used to guide future outreach efforts toward more socially feasible targets. Information on how recreational, aesthetic, and cultural factors can influence social feasibility of removal will provide important context for resource managers, advocacy groups, and communities. Our previous research has demonstrated that social institutions can be potential obstacles or catalysts for dam removal. To complement our research into dam removal feasibility, we began to develop a crossinstitution community to catalyze dam removal in the Hudson Valley and across the state. To this end, on September 23, 2025 we hosted a NYS Dam Removal Summit event, bringing together a broad group of dam removal advocates, state agency staff, and dam owners to discuss dam removal in New York. This event provided the foundation to establish a NY Dam Removal Community of Practice, a group working to advance dam removal outreach, research, and implementation in New York.
