Abstract

WELCOME to the second issue of Working, a print and electronic newsletter produced by the New York Makes Work Pay Initiative. This Initiative is a Comprehensive Employment Services Medicaid Infrastructure Grant funded by the U.S. Department of Health and Human Services, Centers for Medicare and Medicaid Services (CMS) to the New York State Office of Mental Health (OMH) and its management partners the Burton Blatt Institute (BBI) at Syracuse University and the Employment and Disabil­ity Institute (EDI) at Cornell University. This issue of Working is dedicated to providing readers a comprehensive view of the Plan for Achieving Self Support (PASS). In addition to a feature article on the program, this edition includes two supplemental articles that provide context for the program. The first explains the relationship between the PASS and the Medicaid program. The second will cover how a PASS can use a parent’s income to pay for items related to a child’s work goal and thus make the child eligible for SSI and Medicaid. Finally, an article on the Division of Housing & Community Renewal’s (DHCR) new program Assets For Independence (AFI) can be found in this issue of Working.
