Abstract

This report provides an in-depth review of housing vouchers in NYS. It fills in a gap in the literature regarding the impact of housing voucher programs on youth homelessness. It evaluates the services provided by the housing vouchers, the forms of communications established for the voucher, and the challenges and successes presented by the various housing vouchers. After analyzing each voucher, the report recommends program improvements to reduce information asymmetries. This can be achieved by outsourcing support to a wider variety of agencies, collaborating with youth, and outreach to landlords. Finally, it concludes with a housing guide for youth transitioning into adulthood.
