This report, prepared as Planning & Scheduling Manager for TCAT Inc., seeks to understand how Cornell students and employees currently use the county bus system, and what gaps in service exist between the company’s existing route network and suspected evolving housing and commuting patterns. By analyzing recent countywide demographic trends, zoning laws for municipalities across Tompkins County, and planned housing developments, new high-density developments are expected to increase Cornell commuting demand from Ithaca’s West End-Waterfront neighborhoods and suburban hamlets and villages immediately to the north and east of the city. Further analysis of TCAT’s ridership, service outputs, and farebox data provides evidence of stable employee but emerging student demand in almost all urban neighborhoods of Ithaca and some rural areas indicate areas for network growth. Further phases of this work beyond this professional report will include outreach to the Cornell community, to confirm, clarify, or refute observations made.
