This research paper explores the debate surrounding zoning in the Town of Caroline, New York, where there is ongoing disagreement about the need for a zoning law. The paper presents a literature review on the impacts of zoning and potential zoning reforms, and it discusses the process for adopting zoning in New York State. It also provides an overview of the progress that Caroline has made towards adopting zoning, an effort which started in early 2021. Responses to survey and interview questions are discussed within the paper, and an argument is made that the draft zoning law represents a fair and sensible approach to zoning in the context of Caroline. This research fills an important gap because rather than contributing to the extensive body of work that has examined the impacts of urban zoning laws through quantitative analysis, it explores the dynamics that are involved in adopting zoning in a small town using interviews and survey responses.
