dc.description.abstractOur decision-making capabilities as a society have not evolved significantly to capture new technologies. Our societal institutions are not keeping pace with our technology. We need to pay more attention to bridging the gap between technological innovation and institutional capacity. Dealing with the social issues of agricultural biotechnology deserves at least as much attention as technological issues.
