Abstract
This paper provides some preliminary glimpses of displacement and relocation in the aftermath of the December 2004 tsunami, which forced an estimated half million people to leave their homes in Aceh. It focuses attention on troubling questions raised by the Indonesian government’s announced relokasi pengungsi (relocate displaced persons) program, including questions concerning the role of the military, the rights of internally displaced persons (IDPs), and the intervention of international humanitarian organizations in areas of protracted conflict.
