dc.description.abstract | The inevitability, unpredictability, and unavoidability of disasters have prompted governments and disaster managers to move from a reactive to a more proactive approach to enhance their resilience in the context of disasters. However, despite this shift, these proactive efforts predominantly feature siloed approaches that do not necessarily consider the complex and dynamic relationship of social-ecological systems. To address this gap, this paper proposes to use a social-ecological systems thinking approach in crafting programs to improve resilience that consider the constant feedback loops within the social-ecological system and the complexity among the combination of factors that result in disasters. The paper then uses the Philippines as an example to concretize how a social-ecological systems framing in implemented and future programs could lead to improved resilience in the context of disasters. | |
