Abstract
New construction and alterations in historic districts directly affect the architectural value of the district and it is essential to monitor them. Design guidelines are written standards prepared by the review board staff or other expertise and qualified professionals. They are used by commissions for evaluating the compatibility of proposed changes in historic districts. They provide the characteristics features of an existing historic property and relationships that they represent to make what could be appropriate and what would not be considered desirable. The main purpose of design guidelines is to maintain the character of historic districts through educating and guiding architects, builders, and property owners in planning appropriate repairs, renovations, and alterations to Ithaca’s historic built environment.This work demonstrates the importance of design guidelines, the challenges in developing them, and the process of implementing them. The end presents some suggestions to consider as improvements to design guidelines for the historic districts in Ithaca. These design guidelines are developed to help property owners and design professionals and provide projects that can be approved by the the Ithaca Landmark Preservation Commission (ILPC). They are meant to complement the Secretary of the Interior’s Standard for the Treatment of Historic Properties and provide specific guidelines based on unique characters in the historic districts of Ithaca.
