[Excerpt] This issue of Beyond the Numbers looks at changes in health care plan participant provisions for state and local government employees in 1998 and 2011. Detailed provisions on state and local government benefits are collected periodically in the National Compensation Survey (NCS). Data for 2011 are now available in the NCS; this is the first detailed study of government benefits since 1998.
