Abstract
Complementing their earlier study of employer non-participation in manpower programs for the disadvantaged, the authors now turn their attention to the union aspect of non-participation. The present survey extensively explores the attitudes of union rank and file as well as those of local and regional union leaders in an effort to determine exactly where unions stand on this issue.
