Abstract

[Excerpt] U.S. NAO Submission No. 9601 was filed on June 13, 1996, by Human Rights Watch/Americas (HRW), the International Labor Rights Fund (ILRF), and the National Association of Democratic Lawyers (Asociacion Nacional de Abogados Democraticos, hereinafter ANAD). The submission arose from a dispute over the representation of employees of the federal government at the Ministry of the Environment, Natural Resources, and Fishing (Secretaria de Medio Ambiente, Recursos Naturales y Pesca, hereinafter SEMARNAP or the Ministry) between the Single Trade Union of Workers of the Fishing Ministry (Sindicato Unico de Trabajadores de la Secretaria de Pesca, hereinafter SUTSP) and the National Union of Workers of the Ministry of the Environment, Natural Resources and Fishing (Sindicato Nacional de Trabajadores de la Secretaria de Medio Ambiente, Recursos Naturales y Pesca, hereinafter SNTSMARNAP). The submission raises issues of freedom of association, procedural guarantees of the NAALC that require the Parties to maintain impartial labor tribunals, and compliance by Mexico with international conventions to which it is a signatory.
