[Excerpt] On behalf of the AFL-CIO, I urge you to oppose amendments to the FY 2012 Energy and Water Appropriations bill that would repeal existing safeguards against contracting out by the Corps of Engineers (CoE). Safeguards against the use of the A-76 contracting process have been contained in appropriation bills since FY 2008, and both the Government Accountability Office (GAO) and the Department of Defense Inspector General have concluded that the A-76 process is badly flawed.
