Current Research Activities
• New York State Department of Economic Development. Produce county and sub-county estimates of population, housing and demographic characteristics. Produce county projections of population and households. Coordinate inputs from planning agencies and provide training in relevant demographic methods.
• Rockland County, New York. Produce detailed demographic, economic, housing and land use projections of county and sub-county characteristics. Provide models and technical assistance to county planning staff enabling them to produce similar projections under alternative scenarios.
• US Census Bureau. Review, analyze, and report on the American Community Study Multi-Year Estimates Study (MYES) data for Rockland County, NY, and provide expert advice about the quality and utility of these estimates.
• US Census Bureau. "Changes to the Housing Stock: Loss of Housing Units." Services in Support of the U.S. Census Bureau’s Housing Unit- Based Estimates Research Project. Develop and evaluate a procedure to more precisely estimate the loss of housing units for all counties by using a model developed with data from the American Housing Survey in combination with annual estimates from the American Community Survey.
• US Census Bureau. "Estimating Household Size By Modeling Changes to Household Composition." Services in Support of the U.S. Census Bureau’s Housing Unit- Based Estimates Research Project.Develop and evaluate a procedure for using annual estimates from the American Community Survey to more precisely estimate persons per household (PPH) for all counties.
• New York State Association of Counties. "Workforce Intelligence and Regional Economic Development." Develop systematic data-driven approach to Workforce Intelligence that can be used across New York State regions, enabling both regular updating by local officials and comparison across regions by state and local officials. Regional pilot studies that combine elements of the systematic model with an analysis of specific economic conditions.

Biographical Statement
Warren A. Brown is Senior Research Associate at Cornell University where he directs the Program on Applied Demographics and is the Research Director of the New York Census Research Data Center, a consortium of research institutions in the New York metropolitan area and upstate New York. His teaching, research and outreach efforts involve him with the application of demographic information to areas such as strategic planning for workforce and economic development, consumer behavior and market analysis, households and housing market analysis, regional transportation planning, hospitality and recreation industries, health services for the elderly, and environmental protection.

Warren Brown represents New York State in the US Census Bureau’s Federal-State Cooperative for Population Estimates (FSCPE) and is a past chair of its Steering Committee. He is active in working with the US Census Bureau to improve their estimates of population. Dr. Brown co-authored an invited paper with Dr. Joseph Salvo of the New York City Department of City Planning, “Population Estimates and the Needs of Local Governments,” they presented at a Census Bureau sponsored a conference titled, “U.S. Census Bureau Population Estimates: Meeting User Needs” that was held July 19, 2006. On September 6, 2006 Dr. Brown testified before the House Subcommittee on Federalism and the Census at their oversight hearing titled, "Two Plus Two Should Never Equal Three: Getting Intercensal Population Estimates Right the First Time."
