Description of methods used for collection/generation of data: The measure of the social safety net includes four elements: (1) Medicaid expansion (drawn from the Kaiser Family Foundation (2020), states which adopted Medicaid expansion are coded as 1); (2) state minimum wage (drawn from EPI 2020, dollars per hour); (3) Paid sick leave (drawn from A Better Balance 2020, states with paid sick leave are coded as 1); and (4) TANF benefit (drawn from the Urban Institute Welfare Rules Database 2018, maximum monthly benefit ($) for a family of three). 2. Methods for processing the data: Factor analysis with varimax rotation is used to construct the social safety net index. All the four elements are grouped as one factor (social safety net index). The loading score for each element is Medicaid expansion (0.6875), state minimum wage (0.879), Paid sick leave (0.8168), and TANF benefit (0.6704). 3.
